Vuelve Sonny Chiba en esta secuela de The Street Fighter. Esta vez, Takuma "Terry" Tsurugi es contratado por un mafioso japonés, Otaguro, para asesinar a dos empleados de este que están informando a la policía. No obstante, cuando Otaguro ordena a Terry que mate a su viejo amigo Masaoka, Terry se niega y huye.
